Saint Elizabeth's Hospital
St. Elizabeth's Hospital is a facility in southeast Washington, D.C., originally built to be a psychiatric hospital. Since 2010, hospital functions have been limited to a portion of the east campus operated by the District of Columbia Department of Mental Health. The remainder of the east campus is slated for redevelopment by the District of Columbia which owns the site. The west campus is owned by the Federal government and is being redeveloped for use as headquarters for the U.S. Department of Homeland Security. St. Elizabeth's opened in 1855 and was the first Federally-operated psychiatric hospital in the U.S. Housing over 8,000 patients at its peak in the 1950s, the hospital had a fully functioning medical-surgical unit, a school of nursing, and accredited internships and psychiatric residencies.
OVERVIEW
T h e De pa rtment of Behavioral Health (DBH) provides prevention, intervention and treatment services along with supports for children, youth and adults with mental and/or substance use disorders including emergency psychiatric care and community-based outpatient and residential services. Saint Elizabeth's Hospital (SEH) is the District's owned and operated adult inpatient psychiatric hospital. DB H/S aint Elizabeth's Hospital, seeks two Licensed Clinical Psychiatrists to complement SEH Clinical Team providing Licensed Psychiatry Services for up to Thirty Three Hours (33) a week dependent upon SEH scheduling and Patient Care requirements. Psychiatric responsibilities include diagnosis and assessments, determinations of medically necessary services, medication management, counseling and psychotherapy.
REQUIREMENTS (duties include but are not limited to)
  • T h e P s ychiatrist deployed to SEH shall have extensive knowledge and experience in the following Psychiatry and Patient Care areas:
    • S h a ll b e a ble to deliver services in a manner that builds resiliency and supports Consumers in accordance with the DBH/Saint Elizabeth's Hospital's services standards. Assures that Consumers, family members and other DBH or other stakeholders are treated with dignity and are collectively consulted when evaluating treatment and services.
    • Must de m onstrate competencies in all of their major duties.
    • S h a ll b e a ble to demonstrate welcoming attitudes, accepting values and skills in conveying empathy and hope to Individuals and Consumers, including those with co-occurring disorders who are under SEH's care.
    • Shall b e a bl e to function as a member of a Multi-Disciplinary Treatment Team; provide medically necessary psychiatric services for SEH In-Patient Consumers to include but not limited to core services, such as Diagnostic/Assessment, Medication/Somatic Treatment, Counseling and Psychotherapy. Contractor shall coordinate all psychiatric and medical functions required by a Consumers' diagnostic/assessment and treatment plan. Contractor shall have experience with managing Consumer medical data within an electronic medical record system environment.
    • S h a l l h a ve intermediate to advance level communication skills to include knowledge of word processing applications.
  • Shall pa r ticipate in and is subject to a peer review privileging and competency assessment process to monitor the quality of care delivered by Qualified Practitioners and Credentialed Staff and assure competent, recovery based treatment. Shall participate in a Quality Improvement Program, which includes the following components and/or activities.
    • C o n s u m e r s a n d family members.
    • E nh a nce access and availability of services;
    • T r e a t m e n t a n d Prevention of acute and chronic conditions;
    • R e vi e w the adequacy and appropriateness of care;
    • E f f i c i e n t u t ilization of resources;
    • R e vi e w unusual incidents, deaths, and other sentinel events;
    • R e vi e w Consumer/family satisfaction with services;
    • R e vi e ws high volume services, high risk conditions and other psychiatry services;

The Facility - Des Moines VAMC
The VA Central Iowa Health Care System (VACIHCS) operates a Veterans Health Administration (VHA) medical facility in Des Moines, with Community Based Outpatient Clinics (CBOCs) in Mason City, Fort Dodge, Knoxville, Marshalltown and Carroll. The medical center provides acute and specialized medical and surgical services, residential outpatient treatment programs in substance abuse and post-traumatic stress and a full range of mental health and long-term care services, as well as sub-acute and restorative rehabilitation services and a domiciliary.
An active graduate medical education program exists at the VA Central Iowa Health Care System. Residents receive training in the areas of general internal medicine, general surgery, ophthalmology, orthopedic surgery, otolaryngology, urology and geriatrics. Additionally, medical students from the University of Iowa and Des Moines University receive training at VA CIHCS. Academic affiliations include the University of Iowa College of Medicine, Des Moines area Medical Education Consortium, Inc., and Des Moines University with numerous internship programs in allied health professions.
Basic Responsibilities: (Both Outpatient & Inpatient Psychiatrists are needed)
  • Treatment and professional direction of outpatient/inpatient care as well as outpatient/inpatient care consultations.
  • Provide professional direction and participate in the treatment team to evaluate, develop and implement treatment plans.
  • Develop and implement follow-up plans.
  • Participate in organization meetings and duties of the VA Medical Center as required.

Qualifications/Requirements
  • Must hold a Doctor of Medicine (MD) or Doctor of Osteopathy (DO) degree from an accredited graduate school of Medicine.
  • Must have successfully completed a residency program in psychiatry which has been approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association or those Canadian training programs approved by the Royal College of Physicians and Surgeons of Canada or other appropriate Canadian medical authority.
  • Must be board certified in Psychiatry by the American Board of Psychiatry and Neurology or the American Osteopathic Association.
  • Must be in good standing, and under no restrictions, with the state licensure board in any state in which a license is held.
  • Must maintain current certification in American Heart Association (AHA) Basic Life Support (BLS) for Healthcare Providers.

  • Credentialing: Estimated credentialing timeframe is 120 days; interview with medical director required prior to confirmation; proof of 50 patient encounters in the last 12 months required; no hospital/surgery center privileges required
  • EMR System: Epic (Epic comfort a plus; training provided after credentialing and onboarding)
Minimum Requirements
  • Board Certified/Board Eligible: Board Certified or Board Eligible (if within 5 years of residency) in Family Medicine (FM), Emergency Medicine (EM), or Med/Peds; must be certified through American Board of Medical Specialties (ABMS) or American Osteopathic Board (AOB); no other boards accepted
  • Certifications: BLS required (must be current and issued directly from the American Heart Association)
  • Licensure: Must be licensed in Missouri (MO); IMLC not accepted
  • Training: Residency training in Family Medicine, Emergency Medicine, or Med/Peds required; must be trained to see both adults and pediatrics
  • Experience: Must demonstrate 50 patient encounters in the last 12 months correlating to privileges requested; comfortable with minor procedures (sutures, casts, splints), EKG and X-ray reading
