Job Requirements

  • Must have the ability to work assigned schedule and be reasonably flexible with work schedule to cover occasional holidays or extended shifts in urgent situations.
  • Must be able to relate well with developmentally disabled individuals and their families.
  • Must be able to exercise good judgment in carrying out duties, follow regulations and defuse behavioral concerns.
  • Must have the ability to work with others in a warm, professional manner and be a positive role model to individuals.

  • Driving - some shifts require:

  • Within four months of hire: must obtain and maintain certifications in CPR/First-Aid and SCIP.
  • Upon Offering: must attend and successfully complete the OPWDD Medication Administration course, attend Part II of the training and become certified by OCO's Nurse Manager and maintain certification.
  • Must maintain all required certifications and trainings and attend additional trainings as required for skill enhancement.
  • Must obtain and maintain Insulin Certification, if required by the site.

Minimum Qualifications

  • High School Diploma or equivalency preferred; and
  • 1-3 year's paid employment, volunteer experience, or related life experience; or
  • Any equivalent combination of education, experience and training; or
  • Candidates without stated educational requirements are required to complete a job readiness test/assessment and related training.

Essential Functions

Authoring, editing, compiling, and refining technical budget documentation required throughout the federal budget lifecycle.

Drafting baseline and over-threshold Fiscal Year (FY) budget narratives, Congressional Budget Justifications (CBJs), and OMB submission narratives.

Preparing Budget In Brief (BIB) summaries and formal responses to Congressional or Departmental budget inquiries.

Preparing financial dossiers, spending briefings, cost variance reports, and executive action items for IT Investment Governance Boards.

Developing clear, concise executive budget briefings, monthly financial dashboards, CTO/CPTO financial execution reports, and quarterly budget accomplishment summaries.

Providing logistical and administrative preparation for executive financial reviews, budget defense sessions, CPIC governance meetings, and budget hearing prep sessions.

Producing governance board agendas, minutes, and action-item trackers following each governance meeting.

Supporting responses to recurring and ad-hoc financial data calls issued by the Department, OMB, or internal budget offices.

Ensuring all narratives, exhibits, briefings, and deliverables are mathematically exact (100% accuracy), free of formatting and narrative errors, and fully Section 508 compliant.

Meeting all deliverable schedules, including monthly/quarterly executive dashboards and governance briefings, annual BIB and executive summaries, and budget narratives per the OMB/Congressional submission schedule.

Maintaining strict vendor neutrality in all analyses and complying with the contract's Organizational Conflict of Interest (OCI) restrictions.

Performing additional duties as assigned in support of evolving contract requirements and client needs.

Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.

Demonstrating a commitment to quality and customer support.

Required Educations and Training

Bachelor's degree in Finance, Accounting, Economics, Communications, or Business with a minimum of 24 semester hours in quantitative/business disciplines

Minimum Experience and Skills Required

Four or more years of federal contracting experience financial tracking, cost analysis, or federal budget writing

Demonstrated ability to write clear, accurate, executive-quality federal budget narratives and briefing materials

Must have the ability to obtain the client's Public Trust clearance

A proficiency in utilizing MS Office products

Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AI-assisted tools

Excellent written and verbal communication skills

A highly motivated self-starter

Must be motivated and have excellent customer service skills

Desired But Not Required Qualifications
